When working with governments, communication becomes much more than defining the right campaign for the right purpose -- communication becomes the core of effective public affairs. We at H&H believe that responsible public policy can only be instituted if governments work to protect the people’s voice.

That’s why we work with the governments of developing and middle-income countries to help them identify and institute truly replicable, long-term communication policies that ensure the public will have an appropriate voice as these countries modernize their economies.

Our work with the government of Jordan, for example, will help ensure that the Jordanian public will be an important stakeholder as that country liberalizes its telecommunications sector. Without such communication policies in place, it would be all too easy to overlook the public’s role in modernizing economies and societies, but we are working to preserve the “public sphere” as the public sector shrinks and the private sector grows.

The significance of designing long-term communication policies in these situations isn’t always obvious, but the chances for a successful reform and a strengthened civil society are greatened when they are implemented.
